A Step Forward—But Hampton Roads Scouting’s Future Is Still at Stake

Dear Scouting Friend,

Last night, Scouting America Colonial Virginia Council (CVC) voted to begin initial discussions with Tidewater Council (TWC). This is progress—and a win for transparency—but the battle for Hampton Roads Scouting is just beginning.

Here’s why:

  • Heart of Virginia Council (HOVC) still holds a major advantage because its merger talks with CVC are far ahead.
  • The timeline is still being driven by an upcoming HOVC Scout Executive vacancy in mid-2026, and their current plan clearly states that CVC’s Scout Executive would automatically assume the top role in the proposed merged council.

This raises serious concerns:

  • If leadership placement is influencing, or is, the merger priority, then the TWC option may not be taken seriously, even if it offers stronger cultural alignment, stability, and support for Hampton Roads Scouts and Scouters.
  • Leadership transitions, such as selecting Scout Executives, should support—not drive—decisions that impact local Scouting communities.

Looking ahead:

  • We’re encouraged that CVC and TWC are officially beginning conversations and hope these discussions are constructive and focused on what’s best for Scouts and Scouters in our region.
  • The emphasis should remain on building a strong, sustainable Scouting program, rather than on individual leadership outcomes.

Our position remains clear:

  • Scouts and Scouters in our region deserve data-driven decisions, not deadline-driven ones.
  • Every option, including independence, should be reviewed side by side and in context with one another, not in isolation.

  • Talk to a Council Voting Member (Chartered Organization Representative or Member-at-Large) and share your concerns.

The Hampton Roads Scouting Alliance is a newly formed coalition of dedicated members, volunteers, leaders, and staff from Colonial Virginia Council (CVC) and Tidewater Council (TWC). Our mission is simple yet vital: to protect and strengthen Scouting in Hampton Roads by ensuring the best possible future for our youth, families, and communities.

  • Ensure any consolidation decisions prioritize affordability, accessibility, and growth for all families in Hampton Roads.
  • Protect the unique Scouting culture of Hampton Roads—its traditions, volunteer spirit, and community ties—so future generations experience the same strong local identity that has defined Scouting here for decades.
